0,3,6,9 on Mt Diablo Compass?

Anyone have a good idea what these are? Or what they were used for?
0,3,6,9. On a compass? Was that a common navigational/bearing thing?

I don't think it has anything to do with the code itself. But possible.

3 o'clock is East, 6 is South, 9 is West and 0 is North.

Thanks. I mean that makes sense of course, like the face of a clock. (Except 0)
But was that a standard/common thing on a map etc? Don't think I ever knew that.

Some clocks have 24 hour faces and begin with Zero, although the 3, 6 and 9 change position.

I think a couple of things to factor in is that Zodiac mentioned "code". Not a cipher. For whatever that is worth...there is a difference.

Of course he says the map COUPLED with the code. So, that code is of significance. To me, regardless of the 0,3,6,9...it means nothing unless one figures out the code. And unless one has a key to that code, they wouldn't figure anything out...which is why no one has.

The mention of radians (inches along radians), I think, says a lot. If someone is trying to pinpoint a location, how do they go about that?
