The dick Tracy radio shows from the 30s also had ciphers at the end of almost every episode for a secret of next weeks episode. you had to use a secret code book to decode them. junior would give out the numbers for the code and the kiddies would write them down and decode them with the book.

1957 for those cards on the cereal box but they had a secret code book for the radio show that came out in 1938

You see the decoding method that involves punched holes which was mentioned above? A friend of mine thinks that if you hole-punch all of the eyes of the Paul averly card it creates a similar deal, it is supposed to be laid over a text and the holes will be filled by specific letters. Its a long shot, but who knows.
