I figured that out, too, and he also, drumroll, represented the 12 District of CA from 47-51. OK, so back then it represented eastern LA, it now is SF!
But then there is the whole Ross Sullivan thing- claiming Binghamton is a stones throw to Albany (whats over 2 hours between friends?) so clearly Ross had a distinct Albany connection? Nixon moved to NYC, that is closer to Albany! And for anyone who doesn't know, Albany is the State Capital, not NYC.
I have found the show as a whole highly entertaining. I would say its a complete waste except for 2 things- I entertain my husband with a running commentary on their "discoveries...
...and the only new fact I never remember hearing was that the empty houses between where CJB was killed was used for library overflow and storage. Is this true??? The librarian they interviewed said that, which makes me wonder about where the desk was found. That could hint at Ross writing it, but they also made it sound like no one knew the houses were empty except library employees since they were using it- thus the perfect place for an ambush???
SMH, was hoping for more but maybe that one nugget will happen?

I have a book on the history of RCC, it states that the house closest to the Quad building was used as the library annex and the
library employees called it "Harvard" (some people mistakenly refer to the main library as the library annex).
I read somewhere that the next house over was used as the "black student union", but I have not been able to confirm this.
There was more than just two houses that were vacant, the entire square block of houses were vacant (about a dozen houses)
The college needed the land for their expansion plans and used eminent domain to force the home owners to sell their homes
to RCC, this had taken place a few weeks or months before the murder.
I've read two things regarding the location of the desk top poem, some say it was found in the library and others say it was
found in the library storage room. if it was found in the storage room that would make Ross an even stronger suspect because
as an employee he would have had access to the storage room !

The 340 code thing seems to be pretty meaningless at this point.
The DNA evidence will be the key if these crimes will ever be solved. It will be interesting to see if the DNA at the Bates murder matches the supposed DNA from the known Zodiac crimes. If it's a match, that would certainly strengthen the case that the DNA from the letters is Zodiac's. Then if a DNA profile for Ross Sullivan could be obtained, or at least that of a close relative, he could either be excluded or confirmed as Zodiac.
Anyway, I can see this being dragged on for years like Oak Island.
