Yes the Napa/Vallejo connection is critical in solving this. I think, it's Napa State hospital.

If Ross was bouncing in and out of mental hospitals, Santa Cruz might just be his last official address / place of residence from 1968.

Remeber, Katz has been dead on so far and he said Ross lived in both Santa Cruz (100% sure of that) AND San Francisco. If he stayed at the YMCA that might not count as an address.

yes, and he certainly had incentive to get out of San Fran. after
the Stine murder. and earlier, he got out of Riverside. it seems
most likely to me that he stayed at the YMCA in S.F. part of the time.
[especially now that we know the family connection to the place]
now that we've established he drove a car, he could have become
familiar with the the Vallejo area through an acquaintance. the remote
areas were logical areas to plan his murders. and, how familiar
with the area would he need to be? i mean drifters and people
passing through town commit crimes like these. that Hispanic fellow
some years back was just hopping freights. he would get off, commit
a murder and hop another train.
