As we know, Zodiac seemed to have some connection to Marin County after he went silent in 1971.
Since there is a strong possibility that Ross Sullivan was Z, I'm willing to bet he had some connection to Marin before moving back to Santa Cruz in 1974.
One town in Marin that might be of interest to him is in fact "the town of Ross."
Ross is a very small town. Doubt they even process their own mail so I did a little test.
I mailed a letter to myself from the Ross Post Office to see what the post mark would be.
what came back. Processed in SF.
So this leaves me with a theory, that in 1974, Ross Sullivan mailed the Red Phantom Letter from the town of Ross. He was so brazen he wanted the postmark to read "ROSS." Since their post office is small, the letter was processed and post marked in San Rafael.
