Chupacabra caught in Texas?

We watched this at work at least 10 times, we don't know what it is, and neither do fish & game. Looks like a dog's head, has hands that it uses to eat, a long tail, and sits up like a kangaroo,not to mention, it climbs trees!
Most people think it is a racoon with mange, it sort of looks like it could be
